Mike Keeligan's experience within the thermal insulation and asbestos removal industries spans 40 years, and during this time he has amassed extensive expertise in a variety of areas including large-scale contract management, trade association management, training and independent auditing. Throughout the early years of his career, Mike managed commercial and operational activities within multi-discipline industrial contracting, both on UK and foreign assignments. His considerable know-how led to his appointment in 2003, as Technical Manager for the Asbestos Control & Abatement Division (ACAD) of the Thermal Insulation Contractor's Association (TICA). In addition to representing the interests of member contractors with organisations such as the HSE, BOHS and BSI, Mike made dedicated efforts in the fields of training & auditing and the publication of ACAD guidance materials. Mike worked closely with the HSE, page 2 of the Independent Asbestos News is dedicated to the HSE Updates, enabling important information to be cascaded effectively to all Licensed Contractors. Along with many like-minded professionals within the Independent Asbestos Group and wider industries, he is heavily involved with current thinking relating to best practice and continued industry improvement. In January 2008 Mike launched UKATA which replaced the ATPWG. Training Providers listed on the HSE website graduated over to UKATA. Since July 08 the organisation has relocated to Derbyshire and is managed by an Executive Committee of Training Providers to the industry. Independent Training Providers are required demonstrate competence via Independent Auditing and be willing to show the contractor their most recent annual audit report which adheres to the Code of Conduct. Contractors are not obliged to use a UKATA training provider.
Mike is committed to promoting standards of excellence within asbestos-related training. His years of delivering training for all levels of asbestos removal personnel qualify him well for providing informed advice regarding training guidelines and benchmarks, both of which are necessary in order to facilitate increasingly effective industry training.
Currently Mike is focused upon administering and undertaking independent audits, assessing the legislative compliance of asbestos removal contractors, duty holders and training providers. Mike intends for such audits to positively influence the performance of these groups, thus having the effect of raising standards throughout all areas of the industry.
